How do I know if I need a new roof?

This is a tar paper roof over my garage [that extends out away from the rest of the house] and it’s starting to form little puddles when it rains. I guess this might mean that the puddles might break through or cause leaks, or that the wood in the garage roof might rot, but… it’s just the garage. Does it matter? Thanks
