how much does it cost to put a new roof on a house typically?

We are buying a house and it needs a new roof, its not a big house, but I wanted to get a estimate.
we live in CT
Small two bedroom home, mid sized kitchen its around 800 sqft. asphault shingles pitched roof.
i would like to strip it down to the rafters, the roof if in bad shape, and i want to fix it now, without having to worry about any damage it may have.

do we need insulation if we have a roof tile?

Our roof tile is installed on top of galvanized iron sheets. We do not have any toher form of insulation. The roof tile or tegula is quite thick.
